Last but not least: Evaluation of a Public Policy

Hello everybody!

The practical class of last week was referred to the last phase of the public policies' cycle,  based on an excellent article and case study written by our teachers Olga Gil and Carmen Navarro titled "Behind Smart Cities Worldwide". 

Evaluation has to do with the systematical analysis on the collected data about the implemented policy, observe and discuss ex post if it really affects the well-being of the individuals and the welfare of society as a whole. So the three functions this phase has are: improvement, accountability and enlightenment.

We had to choose two questions, this are my individual answers contrasted with my teammates:

1) In the 8 cases/ countries , the population objective groups selected in order to develop the policy, DO they modify their conduct? Which have been the outcomes?

There's not much about the impact the policy implementation has on smart cities from the scope of evaluation, the only case where evaluation is manifested is in Japan. 
The actors that change their behavior are basically the governments and the firms or hired companies.  
The thing all cases have in common is that the improvement has to do with protecting the environment, the obstacle all cases have is the financing of their projects having to ask banks for credit facilities and other private entities to invest on them.

4) The constellation of actors and players



The explanation is simple: The government has different levels from the State to the small towns, this are the principal actors. Then the smart cities diverse projects need financial support, so its not enough the public investment, this is why other actors appear on scene such as companies, banks, NGO's, international organizations an even citizens that pay for the use of the facilities and benefits they bring.
